The villains always station their base of operations in the most inhospitable environment so that way you save money digging your own lava pits. Of course you need to fill in the gaps with something to make sure there's no 2-metre-vent-straight-to-the-core deal the heroes can make use of.

I absolutely love the idea of using bob-ombs as a form of security. Though, it means things look really bad for Air Man and Top Man.

I wonder if it was his decision. I feel Mario would've had a harder time if he'd thought of that in the first place.

I believe that Bowser has done something like this before. It's even a minigame in Mario Party. Even if it wasn't and he hadn't, it's been done in Mario Maker. Mario survives due to the Bbombs taking too long to explode once ignited.
